2030 MEES EPC C Deadline for Buy-to-Let Landlords
From 2030, every private-rented property in England and Wales must have an EPC band of C or better. Properties below the floor cannot be let. Here's what each current EPC band needs to do, what it costs, and how lenders are pricing it today.
What MEES is, in one line
Minimum Energy Efficiency Standards (the MEES Regulations 2015 + 2025 amendment) set a legal floor for EPC bands on private rentals. Today the floor is EPC E; from 2030 it becomes EPC C, with phased introduction from 2028 for new tenancies.
Properties at band F or G are already unlettable without an exemption. Properties at D or E must be upgraded before 2030 to remain lettable.

What lenders are doing now (May 2026)
- Many BTL lenders already discount E-rated stock by 0.10-0.25 percentage points on rate. F/G is uniformly refused.
- A handful of lenders (Coventry, Paragon, Landbay) offer green BTL products — typically 0.05-0.15 pp cheaper for properties at C or above.
- Surveyors increasingly flag D-rated stock with a "MEES compliance risk" note in the valuation, which lenders are starting to cite when reducing the LTV they'll lend.
How to plan
- If you already own D-rated stock: get a "Recommendations Report" alongside the EPC (free, comes with the certificate). The Recommendations Report lists the cheapest band-C path for that specific property.
- If you're buying: factor the upgrade cost into your offer. A £180,000 D-rated terrace with a £5,000 upgrade bill needs the offer to drop by £5k for the same return profile.
- If you're holding past 2030: budget for the upgrade in your 2027-2029 cash flow forecast. The grant landscape (Boiler Upgrade Scheme, ECO4) is unstable; don't assume subsidy.
